Byrd pitches sports complex study to Barren County committee

Some county officials are already thinking about next steps for the regional sports complex.

At the Barren County Administration and Budget Committee, Judge-Executive Jamie Bewley Byrd said she would like to see an impact study done on the complex before September, both to increase the likelihood of getting state money committed to the project’s construction and for community members.

“I’ve already been laying the groundwork in Frankfort, but what I need by September is a study,” Byrd said. “I talked to [Kentucky Senate Pro Tempore David] Givens and he said everything needs to be turned in, for budget requests, by the end of September. In general, I think we just need a study so we can tell the impact on tourism [and…] to understand if what we have in the facility is what we need.”

Though it was not approved yet, Byrd showed the committee members a copy of a study proposal from Pinnacle Indoor Sports. The 8-page proposal will “provide [the] original and proprietary information in the form of a customized market study, financial model of operating revenues and expense and economic impact analysis” for the proposed sports complex, which will be located on 15 acres of the former Johnson property, bought by the City of Glasgow last year.

The study proposal contract, which is non-cancelable, outlines some of the information Pinnacle will collect, including “historical and projected growth patterns of [the] population,” public and private schools, extracurricular leagues — like those recreational leagues and religious leagues — “corporate climate for partnerships/sponsorships,” and “the amount of direct and indirect sales and revenues generated in the community.”

The study’s cost would be $27,500 with $10,000 due upon signing, $10,000 due on submission and $7,500 due of submission of full report. Byrd said she hoped to get $5,000 from tourism and at least that much from Barren Inc.


No action was taken by the committee members and no definitive decision was reached regarding how much the county would contribute to cost of the study. Byrd said they could think on it and hopefully announce their maximum amount at future meetings.

As previously reported, the current layout includes four basketball/volleyball courts, three pickleball/tennis courts, multiple turfed areas — labeled as pitching/batting cages in the drawing — some multipurpose areas and a soccer/football field.
